Putin makes a racket

Putin is rattling Russia's saber, making a lot of noise for the benefit of his own public standing. There were a few things he said that I found interesting.

During a lengthy dinner, Russia's President defended his semi-authoritarian style and insisted he is the world's only true democrat...

...But [Russia] has also become more authoritarian, with most independent media shut down or placed under state control, dissident activities heavily curtailed and political opposition kept to the margins.

You can't be a democracy without a free media, Vladimir. And I'm still not convinced that this is the end of Putin's reign.
Vladimir Putin said that Russia intends to aim its missile systems - potentially nuclear weapons - at targets in Europe in retaliation for the U.S. decision to establish antimissile bases there.
How does one go about "aiming" nuclear warheads? I presume it isn't a matter of pointing them with cross-hairs?
